EMM2.0 launched face-to-face training in Manila
The International Organization for Migration (IOM) piloted a two-day face-to-face training of Essentials of Migration Management 2.0 (EMM2.0) programme in Manila, Philippines on 4-5 March 2020.
Philippine mid-level government officials who have direct or indirect migration policy functions gathered for a training on the foundations of migration management. The face-to-face training was designed to establish a venue for networking, discussing migration issues as wells as sharing good practices and lessons learned.
The pilot training highlighted the importance of a whole-of-government approach given that participating departments and agencies have diverse mandates, including the Bureau of Immigration, Department of Social Welfare and Development, Overseas Workers Welfare Administration, National Economic and Development Authority, Ministry of Social Services and Development, International Labour Affairs Bureau, Philippine Overseas Employment Administration, Inter-Agency Council Against Trafficking, Commission on Filipino Overseas and Bangsamoro Planning and Development Authority.
The training comprised of EMM2.0's first batch modules, particularly The Global Context of Migration; International Migration Law; Human Rights of Migrants: An Overview; Gender and Migration; Developing Migration Policy; Data, Research and Analysis for Policymaking; Policy Formulation, Consultations and Adoption; Policy Implementation and Evaluation and Trafficking in Persons and Associated Forms of Exploitation and Abuse.
The pilot training aimed to assess the effectiveness of the modules and EMM2.0's overall training methodology. As well, it strived to strengthen capacity of the government officials to combat trafficking, spanning from issue identification through policy monitoring and evaluation.
Philippines and the United Republic of Tanzania were the two countries chosen to implement the pilot face-to-face training, funded by Immigration, Refugees and Citizenship Canada (IRCC).
The training in Tanzania was held in Dar es Salaam on 27-28 November 2019.
