Introduction
In this chapter, the focus will be on the initial implementation phase where the main objective is to put the new policy in place and manage the change that this requires. In reality, implementation is usually a lengthy process stretching from the design phase through to the achievement of the desired results. However, it is the initial phase of implementation that calls for the most careful application of planning and effort.
