Introduction to International Cooperation

The following chapters introduce the main elements of international cooperation on migration. They discuss the mechanisms and processes through which international cooperation takes place, the main actors involved and the developments that have led to the current context

Actors and partnerships for migration begins with a discussion of the need for and the challenges posed by cooperation on migration. It then discusses the role played by States, which are the primary actors of migration governance and migration management. Finally, it outlines the role and importance of other actors in implementing effective responses to migration. These include intergovernmental organizations and non-governmental actors, such as civil society, trade unions and the private sector.

Inter-State policy dialogue on migration delves into the role of State-led consultation processes and mechanisms occurring at the regional, interregional and global levels. These processes have supported the joint approaches described in Initiatives and commitments addressing migration and, subsequently, help to shape the architecture of migration governance.

Initiatives and commitments addressing migration introduces the major global outcomes resulting from inter-State collaborative efforts, and looks at States’ commitments to those outcomes.

To finish the discussion on international cooperation on migration, International migration law describes the legal frameworks that States have established to structure and regulate migration governance and management.

It is not possible within the scope of these chapters to cover every aspect of international cooperation on migration. However, these chapters provide an understanding of how actors, processes, frameworks and instruments can be drawn on to enhance national migration governance and management.

In reading these chapters, it is important to bear in mind the distinction between migration governance and migration management. Migration governance concerns rules and procedures while migration management concerns the implementation of such rules and procedures:
