This training strives to provide foundational knowledge and skills to reinforce and solidify Ethiopia's migration management system, including its national migration policy.
Ethiopia is at the centre of mixed migration trends in the Horn of Africa, being a country of origin, transit and destination for different types of movements. These often develop through dangerous circumstances, exposing migrants to a wide range of abuses from criminal networks and law enforcement officials alike. The government has been spearheading significant efforts to respond to such challenges and harness the developmental potential of migration. Despite these commendable efforts to systematize, however, much remains to be done to obtain a sustainable and reliable system that ensures safe, orderly and regular migration from, to and within Ethiopia.
Mid-level government officials with migration-related policy functions working within the Agency for Refugee and Returnee Affairs; Central Statistical Agency; Crime Control and Prevention, Ministry of Peace; Ethiopian Diaspora Agency; Federal Attorney General Office; Federal Job Creation Commission; Financial Intelligence Center; Human Trafficking Prevention, SNNP Bureau of Labour and Social Affairs; Job Creation and Food Security Agency; Ministry of Education; Ministry of Science and Higher Education; Overseas Employment, Ministry of Labour and Social Affairs; Planning and Development Commission; and, SNNP Attorney General Office.
The expected outcomes of the training are for participants to:
- Gain a common and comprehensive grasp of migration governance, migration management and the interlinkages between different areas of migration
- Become aware of how to use data and research for evidence-based policymaking in migration
- Feel empowered to take action to improve their own migration policies
- Recognize migration as both a benefit and a challenge that can be managed
- Value and promote collaboration within government (inter-ministry, agency, and so on), with other governments (at regional and global levels) and beyond government (private sector, civil society, international organizations and others)
