This pilot training for policymakers provides an opportunity to learn about various topics in migration management, and more importantly, how to apply them in the day-to-day work of government officials. To that end, the training introduces how migration management is done throughout the policy cycle, shares strategies and good practices and invites participants to reflect on how to advance their current work. The training curriculum is highly interactive and encourages participants to learn from each other's experiences. This approach makes the training content more relevant, thus increasing the likelihood of having a lasting impact. At the same time, it enhances opportunities for cooperation by identifying ways to work together in the future. This training is offered in English to pilot the first batch of 10 modules and test their utility and effectiveness. Participant feedback and active participation is crucial to ensure that the training curriculum is up-to-date and directly applicable to the day-to-day work of government officials.
The target audience are policymakers from the Bureau of Immigration, Department of Social Welfare and Development, Overseas Workers Welfare Administration, National Economic and Development Authority, Ministry of Social Services and Development, International Labour Affairs Bureau, Philippine Overseas Employment Administration, Inter-Agency Council Against Trafficking, Commission on Filipino Overseas and Bangsamoro Planning and Development Authority. Ideally participants have at least 7 years of experience in the field as well as:
- Demonstrate interest in, and are well placed to contribute to, developing and implementing migration policy
- Have a strong understanding of their local political landscape
- Have an opportunity to incorporate their learning into current or future activities
The expected outcomes of the pilot training are for participants to:
- Gain a common and comprehensive grasp of migration governance, migration management and the interlinkages between different areas of migration
- Become aware of how to use data and research for evidence-based policymaking in migration
- Feel empowered to take action to improve their own migration policies
- Recognize migration as both a benefit and a challenge that can be managed
- Value and promote collaboration within government (inter-ministry, agency, and so on), with other governments (at regional and global levels) and beyond government (private sector, civil society, international organizations and others)
